The International Council on Archives (ICA) Expert Group on Archival Description (EGAD) announces the release of version 1.0 of the Records in Contexts (RiC) archival description standard. This release encompasses three key components: Records in Contexts–Foundations of Archival Description (RiC-FAD), Records in Contexts–Conceptual Model (RiC-CM), and Records in Contexts–Ontology (RiC-O). A fourth part, Records in Contexts–Application Guidelines (RiC-AG), is in the planning stages with work slated to commence in 2024.
The MarcXchange standard, currently at stage 90.20, is undergoing review by TC 46 SC 4. Developed by the US Library of Congress in 2001, MarcXchange is an XML-based framework designed for handling MARC (Machine-Readable Cataloging) data in an XML environment.

ISO/IEC FDIS 15944-17, an international standard in information technology, focusing on the business operational view with specific emphasis on Privacy-by-Design (PbD) requirements in an Electronic Data Interchange (EDI) and collaboration space context, has been registered for formal approval (Stage 50.00). When someone plays such a large role in the direction of your life, it’s difficult to find words that are big enough to convey the sentiment of what you want to say.
Well, what to say.
When I joined SC 11 in 2015 (ok, I kind of assisted Hans Hofman with the ISO 15489-1 revision from 2014 onwards), I entered a whole new world. The world of standards, with experts from all over the world meeting and talking about records management. New procedures, new terminology, new people that I had to get acquainted to. And then there were people like Judith, helping out with all kind of practicalities, but also to gain trust and confidence, allowing me and others to pick up tasks or roles within the committee within a short amount of time (for instance the role of project lead for ISO TR 21946 – Appraisal, already in 2015).

I was surprised to hear of your resignation as Chair of TC 46/SC 11, but completely support your decision to switch the focus from the vagaries of the working work world, and standards wranging, to concentrate on having some me time. It's not my place to comment on your long and illustrious career in Australia and beyond, but I feel I can comment on our time together, working in the dynamic and challenging world of standards development and ISO in particular.
I have been on this committee for the whole of its lifetime so I was there when Judith began as chair. A role she shouldered excellently. Judith has been a great support for everyone in SC 11 and consequently also for me. She was very knowing of everything ISO and SC 11. This said, and I am convinced that everyone else is also saying the same thing, I want to say something about her as the person I know.
For me, Judith is an exemplary leader – elegant, intelligent, smart, and caring, the one that engages with you rather than bosses you around, but who can be strict where appropriate.

GAKUSHUIN UNIVERSITY Professor Hirooki HOSAKA, a delegate of the SC11 National Committee in Japan, along with the Japanese Industrial Committee (JISC), has been working diligently to translate and adapt international ISO documents for the benefit of Japan. In 2019, the Japanese members of SC11 successfully revised and translated ISO 15489-1:2016 into JIS X 0902-1 as an equivalent standard. This accomplishment inspired the members to pursue further ISO documents.

TC 46 SC11 has published a White Paper addressing records and information management issues associated with remote work. This paper was developed amidst a global pandemic that prompted significant changes in business processes across the private and public sectors.
ISO 30301 specifies requirements to be met by management systems for records (MSR) in order to support an organization in the achievement of its mandate, mission, strategy and goals. It addresses the development and implementation of a records policy and objectives and gives information on measuring and monitoring performance.
ISO/IEC TS 17021-14:2022 complements the requirements in ISO/IEC 17021-1:2015. In particular, it clarifies the requirements for the competence of personnel involved in the certification process set out in ISO/IEC 17021-1:2015, Annex A.
In July 2021, the Committee published guidance for ISO 30301: 2019. The series has been developed to be compatible with, and complement, other management system standards (MSS). It helps organizations meet the documentation requirements specified in such standards as ISO 9001, ISO 14001 and ISO 27001.
TC 46 SC11 approved two resolutions related to ISO Standard 15489-1 Information and documentation - Records management, Part 1: Concepts and principles at the November Plenary. The first was a vote to confirm the standard. The second creates a group to research, explore and identify what possible changes are needed to the standard.
The Committee has been working on updating 23081. ISO 23081-2:2021 is complete and available.
At the May Plenary the Committee adopted a resolution brought by the Advisory Group to prepare a White Paper on Telework. Ad Hoc Group 4 was tasked with this effort to be carried out over the summer for a fall release.
The Swedish standardization organization (SIS) closely follows international and European standardization and is actively involved in the work of different committees. Among them the new CEN/TC 468 Preservation of digital information and TC 46 Information and Documentation.
TC 46/SC 11 Advisory Group on Strategic Directions was created in 2019.
It advises the Chair of TC 46/SC 11 on strategic issues and oversees the work of Task Forces, which are responsible for specific tasks which will not result in ISO products.
For example, a terminology consistency Task Force is working closely with SC11 Work Groups to ensure that generic terms and definitions are used in a consistent way in SC11 products.
The Advisory Group created a Task Force to focus on the review and revision of existing SC 11 products and possible new work items.
UNE, the Spanish Standardization Body, has published UNE ISO 30300 in February 2021. Spanish, despite is not an official ISO language, is spoken by more than 500 million persons in the world. In the records management field, there were some important terms with difficult translation to Spanish that might end in misunderstanding. This translation aims to help in the understanding, use and easy translation of records management standards.
At the "London" Plenary in May, ISO TC 46/SC 11 resolved that Ad Hoc Group 3 - Structured Data Environments (AHG3) continue up to May 2021 to undertake further research and market assessment of the management of records in structured data environments. AHG3 will be presenting options to pursue one or more preliminary work items.
As digitalization in society broadens and deepens, some of the most critical records are made and kept in sets of data. More and more often, structured data records become the only records an organization has to provide authoritative evidence for its decision-making and business delivery. If not properly managed, their value as evidence could diminish, adversely impacting the productivity, compliance, trustworthiness, and reputation of the organization.
ISO TC46/SC11/WG1 is considering options and potential future directions for revising ISO 23081 (Metadata for records), Part 1: Principles (first published 2006) and Part 2: Conceptual and implementation issues (first published 2007).
ISO/TR 18128 Risk assessment for records processes and systems was published in 2014 to provide a systematic and comprehensive method for assessing the risks related to records processes and systems. It includes an identification of areas of uncertainty and guidelines to apply ISO 31000 Risk management to the managing of records over time.
The International Standards Organization has recently published the second edition of ISO 16175, Processes and functional requirements for software for managing records. This new edition is in two parts:
Part 1 - Functional requirements and associated guidance for any applications that manage digital records
Part 2 (a technical specification) - Guidance for selecting, designing, implementing and maintaining software for managing records.
These two parts cancel and supersede the three parts of ISO 16175 that were published by ISO in 2010-2011, and which themselves were fast-tracked versions of International Council on Archives publications issued in 2008 under the title Principles and Functional Requirements for Records in Electronic Office Environments (or ICA-Req, for short).
ISO/TC 46/SC 11 resolves to undertake preliminary work to gather and assess case studies/use cases on the usage of the ISO 23081 suite across the world.
Both processes and functional requirements are addressed in the newly published ISO 16175-1:2020 Information and documentation — Processes and functional requirements for software for managing records — Part 1: Functional requirements and associated guidance for any applications that manage digital records.
This second edition cancels and replaces the first edition (ISO 16175-1:2010), which has been technically revised.
ISO/TC 46/SC 11 Work Group 8 has published an updated standard, ISO 30300:2020(en) Information and documentation — Records management — Core concepts and vocabulary. Originally, the standard was developed in 2011 and has been revised to address the growing body of work encompassed by the Committee. This document is now the authoritative source for definitions for all products of SC 11.
The technical subcommittee within UNE (the Spanish Standardization National Body) working on archives/records management domain, has translated and maintain ISO standards come from different ISO Technical Committees: ISO TC 46/SC 11 Archives/Records management; ISO TC 171 Document management application and ISO TC 20/SC 13 Space data and information transfer systems
ISO/TC 46/SC 11/AHG 4 is an ad-hoc group looking at the possibility of developing a publication on “Records Capability Maturity”. The convenor is Alan Shipman (BSI). All members of SC11 are invited to join this group, and submit contributions towards a report, which will be put to the SC11 plenary in May 2020.
ISO/TR 21965:2019 Information and documentation -- Records management in enterprise architecture is intend to become a common reference for Records Professionals and Enterprise Architects, expressing requirements for the Records Management Capability in organizations (to be realized through systems of processes, information, roles and technology).
This February 2019 the new version of ISO 30301 has been published. This new versión is fully alligned with the core text and definitions of other Management System Standards. TR 21946 Appraisal for managing records explains the concept of appraisal as described in ISO 15489-1:2016 Records management – Concepts and principles.
In that standard, appraisal is described as: ‘the process of evaluating business activities to determine which records need to be created and captured and how long the records need to be kept.’, with a note indicating that the concept expands on ‘traditional’ appraisal, as it is perhaps known to some practitioners, to include analysis of business context, business activity, and risk
“Records Management nach ISO 15489. Einführung und Anleitung” is the title of a 2018 publication of the German Working Group (Arbeitskreis) on Records Management (NA 009-00-15-02 AK) at DIN - German Institute for Standardization.
Finally, the new 15489 is translated into Swedish! The task was done by a working group from the Swedish Committee consisting of four people: Mats Burell, Håkan Lövblad, Elisabeth Klett and Anki Steen as project leader.
KEBS (Kenya Bureau of Standards) under the ISO TC46 mirror committee (KEBS TC148 SC01 - Information Science Services Technical committee) organized a two days Records management workshop, on 13th and 14th December 2017.
The first two products of the series of standards on Management Systems for Records (MSR), ISO 30300:2011 Management systems for records: Fundamentals and vocabulary and ISO 30301:2011 Managements systems for records: Requirements are adopted as Chinese National Standards GB/T34110-2017/ISO30300:2011 and GB/T34112-2017/ISO30301:2011
Document and Records Management standards in South Africa are closely aligned. The mirror South African Committes from ISO TC171- Document Management Applications which focuses on imaging and electronic document management (EDRMS and ECM) and from ISO TC46/SC11- Archives/records management work closely together and can almost be seen as one group.
In October 2017, 23081-1 new edition is published. ISO 23081 sets a framework for creating, managing and using records management metadata and explains the principles that govern them.

ISO/TR 17068: 2017 was first developed as a Technical Report, now is published as an International Standard. The standard specifies requirements for a TTPR to support the authorized custody service, in order to ensure provable integrity and authenticity of the clients’ digital records and serve as a source of reliable evidence.
After a successful SC 11 meeting in Pretoria, AFNOR/CN 46, the French mirror committee of ISO/TC 46, organized in France its annual conference at the French National Library, this year on the subject of information governance and data quality.
Through different sessions presented by members from AFNOR/CN 46 subcommittees, the conference aimed to give an answer to information governance issues such as maintaining an efficient quality of service to users and at the same time ensuring information security.
The SIS (Swedish Standard Institute) National Technical Committe on records management has organized/participated in several promotional events during 2017. Events were focus in presenting news in records/archives management standarization as the new edition of ISO 15489:2016. In March 2017, Belgium, through the Bureau for Standardisation (NBN) and its NBN/I04611 standardisation committee, became a P-member and was represented for the first time in the plenary meeting in Pretoria, held in May 2017.

EVS/TC22 Information and Documentation is the technical committee of the Estonian Centre for Standardisation (EVS). As a P-member, EVS/TC22 is also mirroring works and projects of TC46/SC11. Lately there has been growing interest for revised ISO 15489-1:2016 Records management. Concepts and principles from our records managers’ community.
The annual PLenary meeting of ISO/TC 46/SC 11 was held from May 22nd to 25th in Pretoria (South Africa) in the headquartes of SABS. It was a very productful meeting where experts of 17 countries made a lot of progress on define the strategic directions of SC11.
NEN committee 38004611 is the Dutch national committee working on standardization for information and records management. Standards will help organizations to meet their requirements (legal and regulatory, amongst others) with regards to records management.
The committee is currently working on the Dutch translation of the revised ISO 15489-1:2016- Records management. Concepts and principles , which has been adopted as a national standard (as well as all other current ISO/TC46/SC11- Atchives/records management standards). NEN is planning a launch event to promote the use of the revised ISO 15489-1 when the translation is available
It’s been a busy year for the New Zealand records community, including hosting the 2016 meeting of ISO TC 46 - Information and documentation, and participation in international and Australia/New Zealand standards work. Archives New Zealand released its Information and records management standard in July 2016. It’s also been a rock’n roll year for our “Shaky Isles”, with a very large earthquake in November 2016 (thankfully away from major population centres) and many medium to small shakes helping to remind us of the real meaning of resilience
Last November 2016 Spanish National Standarization Body (now named UNE- Normalización Española) published UNE ISO 15489 (2016) Gestión de documentos: Conceptos y principios.
It was presented in Madrid in a workshop hosted by the Minister of Education, Culture and Sports on November 23 rd.
ISO TC 46/SC 11 Working Group 15 has finished a Draft of the Technical Specification Appraisal for Managing Records, which is attached to the New Work Item Proposal ballot to be finished on 23 November 2016. The provisional number is ISO/ NP TS 21946
Canada’s Mirror Committee for TC 46/SC 11 was well–represented at the ARMA Canada conference, Halifax Nova Scotia in June. Nancy Gover and Sharon Smith presented a session entitled “Library and Archives Canada (LAC) and International Recordkeeping Standards Development”. As the lead of the Standards Council of Canada’s (SCC) Mirror Committee for ISO TC 46/SC 11, LAC has been actively involved in developing international records management standards. In particular, LAC has worked with international counterparts on the revision of ISO 15489. This session looked at how ISO standards can help recordkeepers, while also providing a glimpse into other national and international initiatives underway at LAC.
ISO 15489, Part 1 was published April 2016, with a new title Records Management: Concepts and principles. Former ISO 15489 Part 2 titled 'Guidelines for implementation', was withdrawn.
In lieu of working on a Part 2, two new products being developed: Standard on Appraisal for Managing Records and Standard on Systems Design for Records
The Kenya Bureau of Standards (KEBS) was established by CAP 496 of the laws of Kenya. One of the core mandates of KEBS is to promote standardization and standardization activities in the country. KEBS has organized a records and information management workshop on the 28th and 29th April 2016, in Nakuru town.
At its last meeting, ISO TC 46/SC 11/WG10 reviewed its international environmental scan of existing disposition methodologies, practices and documentation. This scan identified and documented relevant guidance and publications available in a number of the Participating and Observing national bodies participating in the Working Group. The scan had an objective of preparing a discussion paper to inform future product development of the Working Group.
The primary conclusion of the Working Group was that there is considerable amount of existing documentation covering paper /physical records disposition, and associated appraisal processes and methods for destruction. There is not, however, a great deal of guidance related to electronic/digital records. This is considered by the Working Group to be in need of a greater emphasis due to its relative complexity in appraisal processes, vulnerability to obsolescence considerations and digital continuity concerns.
This year the Information and Records Management Society's annual conference is being held in Brighton on May 15-17th, with the theme "Information Superheroes - Enabling Business Excellence". The exciting programme includes sessions on the revision of ISO 15489 and the new Records Management Code of Practice for Health and Social Care 2016. Geoffrey Yeo and Elizabeth Shepherd will be delivering a much anticipated keynote session on Managing Records – Fourteen Years On. There will also be several sessions on information rights and data protection, including the implications of the forthcoming EU General Data Protection Regulation.
There are two tracks in the development of archive and records management standards in Korea. Development of national standards on records management is assigned to the Korea Agency for Technology and Standards (KATS) by the Industrial Standardization Act. In addition the National Archives of Korea develops public archive and records management standards for government agencies and public organizations based on the Public Records Management Act.
With regard to the implementation of ISO 30300 series of standards, the first auditor training course was held in August 2015.
ISOTC46/SC11 has drafted an explanatory document to help organizations implement the "Documented information" clause of other Management System Standards, such as ISO 9001:2015 or ISO 14001:2015. The document is free available from this website.
Development of national standards on records and archives management in China is assigned to the Archives Work Standardization National Technical Committee under the Information and Documentation Standardization National Technical Committee within the Standardization Administration of the People’s Republic of China (SAC). The development of professional standards on records and archives management is directly assumed by the Policies and Regulations Research Division of the State Archives Administration of the People’s Republic of China.
This is a new initiative being investigated by ISO/TC 46/SC 11 Working Group 7- Digital records preservation
The Colombian national standards body ICONTEC, working in coordination with Archivo General de la Nación and other organizations in the public and private sectors, has established several national technical committees dedicated to review, study, adapt and harmonize international standards on records and document management. National versions of standards such as ISO 15489, ISO 30300, ISO 14533-1, ISO 16175-1, among others have been produced.
