Status: Stage 40.99 - On the Verge of Final Draft International Standard (FDIS) Registration
ISO/TC 46/SC 9, responsible for Information and Documentation, Identification and Description, is actively developing ISO/DIS 24138, a significant initiative addressing the absence of a content-dependent identifier for dynamic digital assets within existing standards.
Digital content is inherently dynamic and subject to transformations as it traverses complex global networks. ISO/DIS 24138 introduces the International Standard Content Code (ISCC), a content-dependent identifier generated directly from digital content using various algorithms, including hash algorithms. The resulting ISCC-CODE serves to verify data integrity and preserves an estimate of data, digital content, and metadata similarity.
It's crucial to note that ISCC does not replace content recognition systems. Instead, it supports higher-level identifiers, allowing interoperability by linking identifiers to digitally encoded content manifestations. ISCCs can be independently generated by organizations, individuals, and machines for various digital assets.
ISCCs are not assigned manually or automatically to digital media assets; rather, they are derived from media assets based on the specified procedures outlined in the document. Importantly, ISCCs exclusively reference media assets without implying ownership or authoritative management by any institution or entity.
The utility of ISCC extends to supporting diverse use-cases in the digital realm, including content deduplication, database synchronization, integrity verification, timestamping, versioning, data provenance, similarity clustering, anomaly detection, usage tracking, allocation of royalties, fact-checking, and general digital asset management.
This standard has reached Stage 40.99, signaling its imminent registration as a Final Draft International Standard (FDIS). Further updates on ISO/DIS 24138 will be provided as the standard development progresses.
