The official establishment of the Chinese Mirror Group for ISO/TC46/SC11, known as Subcommittee 10 on Archives/Records Management under the National Technical Committee 4 on Information and Documentation of the Standardization Administration of China, is the result of years of hard work and dedication. The inaugural plenary meeting, held on December 19 and December 20, 2023, comprehensively reviewed the Mirror Group's achievements, constitution, working structure, future plans, standards development training, and potential agenda items for 2024.
During the meeting, a consensus was reached to optimize the Chinese archives standards system, align it with international standards, and complement the professional standards of the National Archival Work Standardization Technical Committee. The focus will be on incorporating cutting-edge theories and technologies, collaborating with data and information standards technical committees, and delivering interdisciplinary outcomes. Emphasis was placed on strengthening the cultivation and training of international standardization talents to enhance the quality of international standards work.
Highlighting the importance of adopting international standards, the meeting emphasized their value in complementing existing Chinese archival practices. The approach will be demand-oriented, problem-oriented, and innovation-oriented, ensuring no conflicts with current Chinese standards and no compromise to organizational and industry security.
The First Chinese Mirror Group of ISO/TC46/SC11 comprises 26 committee members representing central and local government archives administration, business and university archives repositories, and archival science research and education institutes. Since 2005, the group has actively participated in more than 20 standards projects of SC11, adopting over half of the international standards as national standards.
Looking ahead to 2024, the Chinese Mirror Group has included the adoption of ISO/TR 21965:2019 on Records Management in Enterprise Architecture, ISO/PRF 18128 on Records Risks and Risk Assessment, and ISO/DTR 8344 on Issues and Considerations for Managing Records in Structured Data Environments in its standards adoption plan. The approval of this plan is anticipated from the National Information and Documentation Standardization Technical Committee and the Standardization Administration of China.
