Development of national standards on records and archives management in China is assigned to the Archives Work Standardization National Technical Committee under the Information and Documentation Standardization National Technical Committee within the Standardization Administration of the People’s Republic of China (SAC). The development of professional standards on records and archives management is directly assumed by the Policies and Regulations Research Division of the State Archives Administration of the People’s Republic of China.
As at 16 October 2015, there are 13 national standards on records and archives management issued by the Standardization Administration of the People’s Republic of China (See the links for the list of relevant national standards: http://www.saac.gov.cn/xxgk/2012-01/11/content_13780.htm ). Amongst these, several international standards have been adopted as national standards:
- ISO 15489-1: 2001 adopted as national standard in 2010 as GB/T 26162.1-2010,
- ISO 23081-1: 2006 adopted as national standard in 2010 as GB/T26163.1-2010,
- ISO 26122: 2008 adopted as national standard in 2015 as GB/Z 32002-2015 .
At present, ISO 16175-1:2010, ISO 16175-2:2011, ISO 16175-3:2010, ISO 30300: 2011, ISO 30301:2011 are in the process of adoption as national standards.
As at 16 October 2015, there are 68 professional standards on records and archives management issued by the State Archives Administration of People’s Republic of China (See the links for the list of relevant professional standards, http://www.saac.gov.cn/xxgk/2015-05/28/content_100320.htm).
In addition, as at 16 October 2015, there are two mandatory standards on archives buildings (See the links for the list of relevant archives building standards, http://www.saac.gov.cn/xxgk/2011-12/30/content_13200.htm). These are No.51-2008 Standard for the construction of an archives repository, issued by the Ministry of Construction (now Ministry of Housing and Urban-Rural Development of the People’s Republic of China) and National Development and Reform Commission; and JGJ25-2010 Specification for the design of archives repositories, issued by Ministry of Housing and Urban-Rural Development of the People’s Republic of China.
In 2014, nine professional standards were issued for implementation in 2015 , including DA/T 50-2014 Specification for digital photos filing and management; DA/T51-2014 Cataloging rules for film art archives; DA/T52-2014 Specification for mark of archive digitization optical disc; DA/T 53-2014 Digital records output on microfilm and laser disk; DA/T 54-2014 Metadata standard for digital photographic records; DA/T 55-2014 Basic requirements of the vault for vital archives; DA/T 56-2014 Operations and maintenance specifications for archival information systems; DA/T 57-2014 Archival relational database transform into XML file; and DA/T 58-2014 General terminology for electronic records management.
