Enquiry Stage - Draft International Standard (DIS)
This is the stage where all ISO members and committee see the document, and at least some members open the draft for public comment.
DIS ballot
A DIS ballot period is 12 weeks long but is preceded by 8-week translation period. The DIS is distributed to all ISO members and for some countries they want to have the possibility to translate the DIS into their local language so they can comment on the content. The translation period is an agreement within ISO which ISO/TC 211 cannot change.
If the result of the vote is approved, but there are major comments, the PMG, secretariat, WG convenor and project leader will discuss how to proceed. This could be to remain in the DIS stage (continue to develop the document and submit it for a second DIS ballot) or even, rarely, to change the project to make a different deliverable. (Technical Specification instead of International Standard).
Addressing comments
The DIS ballot will generate comments on the document you have submitted from not only the entire TC but also all ISO members. Depending on the sort of changes made to resolve the comments, there are different ways to proceed.
- If there are technical changes between the registered DIS and the updated document after the DIS ballot result, proceed to FDIS stage.
- If there are no technical changes proceed to publication.
- If it’s unclear whether or not a change is technical, PMG and the Committee Manager can help.
The comments are always in the ISO comment sheet that is sent out will all the ballots that allow commenting. Your task is to write in the right most column how the comments have been addressed in the project. ISO/TC 211 usually use Accepted, Accepted in principle and Not accepted as the least information given in this column. You should elaborate a little on the Accepted in principle and Not accepted to make sure you do not get the same comment the next ballot or even a No vote in the FDIS ballot.
Editing Committee

Review of terms, models and schemas
According to Resolution 2023-11 all projects shall seek and receive approval for terminology, UML models and resources for implementation from HMMG, GOM, TMG and XMG before the time that the document is submitted to either the FDIS ballot or Publication.
Submission
When all is done and completed you send the word document to ISO/TC 211 secretariat and the resolved comments from the DIS ballot. When using OSD the document and comments are already online so you only need to notify the ISO/TC 211 Secretariate that you are ready for the submission. You do need to send in all the separate graphic files of all the figures used in the document to ISO/TC 211 secretariat unless they are unchanged from the CD, in this case you only need to let the ISO/TC 211 secretariate know that the figures are unchanged.
