Committee Stage - Committee Draft (CD)

This is the stage where comments from National Bodies are taken into consideration, aiming for consensus across the committee not just within the project team. During this stage, nominated experts will participate in project team meetings lead by the Project Leader (PL) and the Editor (if nominated in the NWIP) working towards an proposed resolution of comments from the CD consultation. These are then agreed at a more formal Editing Committee (EC) Meeting.

CD consultation

A CD is registered by the secretariat if criteria are met concerning document format (images etc) and that the comments from the NP ballot are resolved. 

A CD consultation period is 8 weeks long and may generate comments on the document you have submitted, from all P-members and liaisons of the TC. If there are major comments, the PMG, secretariat, WG convenor and project leader may need to discuss the possibility, to remain in the CD stage and continue to develop the document and submit it for a second CD consultation.

Addressing comments

At this part of the process the document must be made ready to meet “the world”, i.e. the DIS stage where the ballot is sent out to all ISO members. You should modify your CD document with the input from the CD consultation, i.e. the committee comments. Once this is done you should have an Editing Committee (EC) Meeting allowing the experts of the TC to hear and challenge how you are going to address the comments. As project leader you present your “preliminary disposition of comments” and probably a revised draft. The important thing here is that the EC meeting reaches a consensus on how to move forward, the actual “disposition of comments”. Once this is done you can finalize the document for submission for DIS.

The comments are always in the ISO comment sheet that is sent out will all the ballots that allow commenting. Your task is to write in the right most column how the comments have been addressed in the project. ISO/TC 211 usually use Accepted, Accepted in principle and Not accepted as the least information given in this column. It is recommended you elaborate a little on the Accepted in principle and Not accepted to make sure you do not get the same comment the next ballot or even a No vote in the DIS ballot.

Review of terms, models and schemas

According to Resolution 2023-11 all projects shall seek and receive approval for terminology, UML models and resources for implementation from HMMG, GOM, TMG and XMG before the time that the document is submitted to the DIS ballot.

Submission

To submit the document for registration and subsequent DIS ballot you send the word document, you also need to send in the resolved comments from the CD consultation. When using OSD the document and comments are already online so you only need to notify the ISO/TC 211 Secretariate that you are ready for the submission.  You do need to send in all the separate graphic files of all the figures used in the document to ISO/TC 211 secretariat.

TS and TR

For TS or TR you can have a CD consultation. You should use this option when you need to get more input to the document then what is available in the project team. The main ballot for a TS or TR is in the Approval Stage – Final Draft International Standard (FDIS).
