ISO 21515 Project, programme and portfolio management — Competency Framework for Professionals

This new standard will establish a competency framework for professionals working in project, programme, and portfolio management (PPPM), as well as related governance roles. It defines the essential knowledge, skills, and attributes required to support effective management across diverse contexts, promoting excellence in project delivery and organizational success.
The proposed standard is aligned with the competency expectations for project personnel in ISO 21502 and is consistent with capability-related guidance in ISO 21503, ISO 21504, and ISO 21505. It also aligns with concepts and practices defined across the ISO 21500 series standards. The framework can serve as a practical tool for defining, assessing, and developing the competencies necessary to achieve both individual and organizational objectives.
The framework is intended for a broad audience, including:
- Executives, senior leaders, and sponsors responsible for talent development and strategic resourcing
- Governing bodies overseeing competency standards and professional development practices
- Professionals at all career stages involved in competency assessment, professional development, performance evaluation, or career advancement
- Academic institutions engaged in curriculum design and research
- Developers of national, organizational, and industry standards, as well as public policy makers
Aligned with globally recognized best practices, the framework supports the continuous evolution of the profession, enabling learning, capability enhancement, and the advancement of project management excellence worldwide.
- Interested experts should register with their National Standards Bodies to be part of the Working group.
- The standard is expected to be published within 36 months of project approval and initiation.
