Context of collaborative works with OGC
This is a description of working processes between ISO/TC 211 and OGC as decided in Resolution 939.

Cooperative Agreement between ISO/TC 211 and OGC (1999-08-06) aims at:
- Establishing an understanding between ISO/TC 211 and OGC;
- Formalizing the intention between ISO/TC 211 and OGC to co-operate and to enable the development of a series of agreed Industry Implementation Specifications based on ISO geographic information standards and other related standards.
The resulting Industry Implementation Specifications will be published as ISO International Standards or other acknowledged ISO deliverables (subject to ISO directives and OGC approval).
Here follows a description of adoption vs collaborative work.
Adoption
Adoption is when one organization accepts a published document from another “as-is”. Both organizations have their own example of the standard with different stamp but with technical identical content.
In this situation, ISO/TC 211 and OGC, each follows its own rules for adopting the standard. ISO/TC 211 uses the ISO Directives “Fast-track procedure”; we do not use the ISO adoption procedure which would bypass ISO/TC 211 and result in an ISO Publicly Available Specification.
Examples:
- OGC adopts some of the ISO/TC 211 base standards as Abstract topics (for example OGC Topic 11 corresponds directly to ISO 19115-1:2014 (Geographic information — Metadata — Part 1: Fundamentals);
- OGC API Features – Part 1 was fast tracked to become ISO 19168-1 Geospatial API for Features, Part 1.
Collaborative work
A Collaborative standard is when two organizations (ISO/TC 211 and OGC) develop the standard together and the output is one common standard. Effort should be done to synchronize both organizations rules.
Early identification of projects can also guarantee an inclusive process for both organizations. To achieve this, a project is started within OGC that is identified as a possible collaborative work with ISO, the recommendation would be for JAG to suggest a resolution to start a Preliminary Work Item (PWI, sometimes called a Stage 0 project) in ISO. The PWI would allow ISO members and liaisons to contribute with nominating experts to be included in the start of the project.
The work done in the PWI does not affect the ISO timeframe or would not need to comply with the stricter ISO limitations in the selection of tools used in the project.
A PWI in ISO should not be longer than 3 years and needs to have an identified project leader.
A PWI will conclude in a Summary Report and a New Work Item Proposal (ISO Form 4) to be able to procced in one of the possible development tracks described on the page Practical rules.
Examples of PWI projects, in the context of ISO/TC 211-OGC collaborative work, include ISO 19170 (Discrete Global Grid Systems) Parts 2, 3 and 4 (for more information, see CIB Resolution 2020-32).

Normal Track – collaborative work
The objective is to produce common document prior to CD consultation; ISO and OGC experts work together to produce a common standard.
A NWIP is required on ISO/TC 211 side and a SWG charter to build an OGC Standard Working Group.
Fast track of 9 to 18 months: DIS ballot after 30 days review
Submit the text for DIS to ISO/TC 211, who will manage a 30-day review before submission to ISO for “Enquiry” (DIS) ballot. Comments from the review and then the DIS ballot will be processed by ISO/TC 211 to produce a new version of the document. OGC will process the same comments to produce a technically identical standard.
