NWIP (NP) submission (form 4)

For a New Work Item Proposal (NWIP) you need to complete the ISO Form 4. This includes defining the scope, justification why Society needs the standard, what sustainable development goals are supported, who the stakeholders are etc. A project leader must be identified to be able to start the project. The Form 4 allows you to suggest the stage at which you would like the work to start. If you are suggesting it could be ‘fast tracked’, a complete draft document in ISO format is required and you should discuss this with the relevant working and/or advisory groups in TC211.

Attach at least an outline of what is the standard is going to look like; even better is to attach a first draft or an existing document. If the attached document has been created using a consensus process in another organization, such as OGC, then that existing document can be attached. 

ISO TC211 standards are generally developed in parallel with CEN, under the terms of the Vienna Agreement, with ISO taking the lead. If you do not consider this appropriate for the work you are proposing then you will need to indicate that clearly, with reasons, in your proposal. It is good to identify at this stage if the project will involve creation or amendment of UML models or implementation resources such as XML schemas or ontologies. Engaging HMMG, GOM or XMG early can help to confirm the need and any related expertise requirements. Such need may not be noticed during the early project stages, but may arise through discussion during the project, but the resource maintenance groups can help to see if it is likely. The Form 4 template is updated regularly so please be sure the right version is used. If there is any question on how to fill out the form you should contact the ISO/TC 211 secretariat.

If you only have an idea of what the content is going to be you should perhaps consider to start a Preliminary Work Item/Stage 0 project (Preliminary stage)

To submit the document for registration as a NWIP, please send the Word document, or if the project has used the OSD tool in the Preliminary Stage send a notification to the ISO/TC 211 secretariat.

Internal 30-day review

ISO/TC 211 recognizes that a committee internal 30 day review of all New Work Item Proposals, produces useful comments. The 30 day review is intended to improve draft NWIPs before the formal vote (the Proposal Stage). PMG manages this process described in Resolution 155 and Resolution 360.

To clarify this:

  • all NWIPs go for 30 day review, except for revision or amendment of an existing standard arising from a TC vote e.g. on systematic review
  • NWIPs always consists of the Form 4, and includes an attached extensive outline of the proposed standard and preferably a draft
  • the outline or draft attached to Form 4, may be the result from a Preliminary stage and its Stage 0 report
  • if the Stage 0 report by any reason (e.g. proposer is not ready to go ahead to Proposal stage) is circulated without the Form 4, it will not count as a 30 day review

 

The PMG convenor and the ISO/TC 211 secretariat will decide if a 30 day review is required.

Based on the comments from the review, the PMG makes recommendations to the NWIP proposer and the secretariat on any revision of the NWIP before submission for NB ballot.

NP ballot period

The NP Ballot is 12 weeks. The committee vote decides if the NWIP can proceed, that is be included in the programme of work and at what stage the project will start.
