Some of the issues are the following:

  • processes: two different processes which have to be followed in parallel;
  • naming of standard: two different names on the same standard;
  • versioning: two different valid versions of the same standard at the same time is possible in OGC, not ISO.

  • Identify topics as soon as possible to allow OGC and ISO/TC 211 experts participations.
  • Identify soon enough which ISO/TC 211 track (fast or not) should be taken.

For example OGC would not keep “OGC” word as part of a ISO/TC 211 standard name.

  • Submit NWIP (ISO side), define project length (18, 24, 36 months)
  • Submit OGC SWG charter

ISO/TC 211 and OGC.

Fast track (9-18 months) – DIS stage
  • OGC to submit the document for an initial 30 day review before going to the stage DIS.

OGC

  • 30 days ISO/TC 211 review.

JAG to propose a ISO/TC 211 resolution.

Final alignment

OGC approval vote will generally end before ISO ballot. Any edits to the document resulting from the ISO ballot should be incorporated in a corrigendum to the OGC document.

Documents shall be accessible on both sides according to each organization rules (for example, documents shall be available in ISO documents; some ISO members make the DIS text publicly available for comment).

Major step alignment

3 major steps during collaborative works (from ISO and OGC processes):

  • NWIP/SWG charter
  • CD consultation/public RFC
  • DIS ballot/TC adoption

Synchronizing these 3 major steps is important. Trying  to wait to the end of each process step (on each side) before next step/publication is recommended.

NOTE: Length of votes are shorter on OGC side, compared to ISO/TC 211 side. This may be difficult when OGC wants to progress fast. Anticipation is required.
