Experts from six continents align on key technical and structural decisions as development progresses on ISO/WD 21514 PPPM Requirements standard toward the Committee Draft stage in 2027.
The ISO/TC 258 working group developing the international standard on organizational requirements for project, programme and portfolio management and related governance gathered in Vienna at the end of April for a productive face-to-face meeting. The meeting marked an important milestone in the development of Working Draft 1 for this standard.
The meeting brought together experts from ten countries spanning six continents to review working draft progress, development, and strengthen consensus on the project's direction, only possible with WG13 extended appreciation not only to all delegates for their active participation, technical expertise, and collaborative spirit.
The working group also thanks Projekt Management Austria (PMA) for hosting the meeting and providing online support, including PMA president Brigitte Schaden for WG13's excellent facilitation and reception, and Magdalena Horakova and WG 13 secretary Christian Rudischer for all logistical support.

The collaborative environment enabled rapid decision-making and helped the group reach agreement on several key technical topics that would have been more challenging to resolve in virtual meetings. The working group also appreciated the contributions received from liaison representative, Sam Somerville, the ISO/TC 176/SC 2 representative, whose shared experience in requirements drafting helped strengthen alignment with related requirements standards.

During the Vienna meeting, the group reviewed open terminology issues, identified potential interdependencies with other ongoing ISO/TC 258 standardization initiatives and explored how to support the adoptability of the requirements standard. The discussions also resulted in the consideration of developing one or more annexes for the next working draft and the planned progression towards the Committee Draft stage in 2027.
One of the outcomes of the Vienna meeting was agreement on a simplification of the draft document’s structure, together with integrated editorial and technical drafting actions for the next commenting phase. These outcomes will support the planned development of the next working draft and reflect the group’s commitment to maintaining project momentum.
Beyond the technical work, the face-to-face format reinforced the value of international collaboration. Informal discussions and preparation outside of the working group sessions enabled experts to exchange perspectives, build stronger professional relationships and develop a shared understanding of the challenges addressed by the standard.

The successful Vienna meeting demonstrates the continued commitment of WG13 experts to delivering a high-quality international standard that meets PPPM and related governance, organisational requirements, and management practices, that can be implemented in all organisations, including small and medium-sized enterprises (SMEs), regardless of whether the market they operate in support of increased confidence in the global marketplace, without compromise the organisation's ability to achieve the intended results or mislead interested parties.
As Project 21514 moves forward, the outcomes from the Vienna meeting provided an improved foundation for the current WD2 development phase, and the future CD decision.
So, all WG13 member representatives who have not yet had the opportunity to contribute are still in time to provide your final decision contributions on this standard development decision for the CD transition planned for our next TC 258 Plenary face to face China work meetings.
