Reference: ISO/DIS 21508 | Edition 2 | Project, programme and portfolio management — Earned value management| Committee: ISO/TC 258 | Type: Draft International Standard (DIS) | ISO Stage 40: Enquiry|

ISO/TC 258 is pleased to announce that the second edition of ISO 21508, Project, programme and portfolio management — Earned value management, is now available for ballot and comment. This revision is currently at the Draft International Standard (DIS) stage and marks a key step forward in strengthening the guidance available to organizations implementing earned value management (EVM) practices.

Since the publication of the first edition in 2018, the role of earned value management has continued to expand across industries and sectors as organizations seek to better integrate cost, schedule, and performance data. This updated edition reflects evolving practices, provides greater clarity, and aligns more closely with other related ISO standards in the project, programme, and portfolio management (PPPM) suite.

ISO 21508 offers a framework for applying EVM as a performance measurement and control methodology throughout the life cycle of projects and programmes. It supports decision-making, improves transparency, and enables stakeholders to better assess progress against planned objectives.

What's new in Edition 2?

  • Integrated cost, schedule, and scope control
  • Monitoring performance against planned objectives
  • Supporting data-driven decision-making across the initiative lifecycle
  • Linkages to more actionable insights for practitioners applying EVM in diverse environments

EVM remains a foundational technique for enhancing accountability, transparency, and delivery confidence in project and programme management. Your input will help shape this important global resource.

As the document is now at the Draft International Standard (DIS) stage, ISO/TC 258 members are encouraged to participate in the ballot and to provide feedback. Comments should be submitted using the ISO Comment Template, and participation should be coordinated through national mirror committees or designated points of contact.

Contact your national member body to coordinate your contribution to this revised draft. A-Liaison organizations and other ISO TC in liaison with ISO/TC 258 are also invited to submit comments on the draft international standard.
