Scope

ISO/TC67/WG4 is an active working group in ISO/TC67 that is responsible for reliability and cost related ISO/TC 67 standardization activities in the field of the oil & gas industry, including petrochemical and lower carbon energy activities. The WG4 membership list consist of experts from the following 13 P-member countries: Australia, Brazil, Canada, Cyprus, Denmark, Finland, France, Italy, Netherlands, Norway, Spain, UK, and USA.

ISO 14224 course 19 Oct 2026 in Edmonton, Canada - Use of ISO 14224 to optimize operations and ensure sustainability in oil, gas, and lower carbon energy industries

Monday 19 October 2026, an international course on ISO 14224 standard is planned for. The course is organized by the ISO/TC 67/Working Group 4 on Reliability engineering and technology. This in-person course will take place at C-FER Technologies offices in Edmonton (Alberta), Canada. Advanced course registration is required.

The course will address use of ISO 14224 to ensure Safety and Equipment Reliability for Oil and gas industries including lower carbon energy and is an excellent opportunity to learn about this globally well-recognized ISO standard adopted in approx.50 countries . ISO 14224 is recognized as a Key Operator Standard by IOGP and used actively by major operators. The ISO 14224 is also a best-selling standard in ISO/TC67. Systemized historic and predicted reliability knowhow of equipment performance (failure & maintenance) provides essential knowledge for production assurance, reliability management, maintenance management, technology qualification, risk management and cost management.

2025 Offshore Europe presentations on how standards contribute to energy transition

SPE Offshore Europe 2025 conference held in Aberdeen, UK at 2-5 Sep 2025 had the theme “Accelerating the transition to a better energy future”.

ISO/TC67/WG4 was actively involved contributed to this theme – also supporting the ISO/TC67 Strategic Business Plan – by the two papers:
 

  • Improving Business Performance in New Value Chains Using Standardisation and Injection Efficiency Performance Measures (SPE-226759-MS)
    R. Gilbert (Axis Well Technology), R. Østebø (Equinor), H. Hamran (Proactima) and S. Curley (Equinor).
    This paper demonstrated how applying ISO/TS 3250 for calculation and reporting Injection Efficiency (IE) can add value not only to the
    upstream oil and gas business category but also to new value chains such as carbon capture and storage (CCS).
    This paper was part of a Knowledge Sharing ePoster session.

 

·       Application, Experiences, and Opportunities of ISO 20815 for Offshore Technology Development Supporting the Energy Transition SPE-226691-MS

This paper demonstrated how the ISO/TC67/WG4 standards portfolio, and in particular ISO 20815, can be used by operators and supplier to support
decision-making for sustainable technology development for oil and gas and lower-carbon energy.
This paper was part of a technical session labelled Digital: Digital Applications.

ISO 14224 course 7 Oct 2025 in Rome, Italy - Use of ISO 14224 to optimize operations and ensure sustainability in oil, gas, and lower carbon energy industries

Industry applications benefiting from use of ISO/TC 67/WG 4 standards ISO 15663, ISO 14224, and ISO 20815 were presented at OTC in May 2024, see  more information here and in List of OTC Conference papers below.

The paper entitled "Achieving sustainable business excellence by standardization for reliability engineering and technology" highlighting added value in use of ISO 20815 and ISO 14224 was presented 23 September 2024 at Rio Oil and Gas conference in Rio de Janeiro, Brazil.  The speech was given by Everton Lima (Petrobras) and co-authors were ISO/TC 67/WG 4 experts from Brazil, Canada and Norway. 

Successful ISO courses for ISO 14224 and ISO/TR 12489 were held in June and September 2024 with many course attendants from across the world.

 

  • A unique and successful 5th ISO Seminar on International Standardization in the Reliability Technology and Cost Area, 1 December 2022, Paris

A new seminar was held Thursday 1 Dec 2022 in Paris and efficiently hosted by TotalEnergies. It was great to meet again face to face since last seminar held in Houston in May 2018. A high number of company and management/technologists from 8 countries in Eastern and Western Hemisphere attended - contributed to and acknowledged to learn and share a lot in an effective afternoon. The attendants included operators, contractors, consultancies, research institutes and standards development organizations. 

This ISO seminar organized by ISO/TC 67/WG4 “Reliability engineering and technology” provided an excellent overview of standards developed and its industry applications also essential for meeting the international collaboration arena including now also Lower Carbon Energy. This was accomplished by these four sessions and an interactive Q&A session:
•    Management of standards development and use in an energy transition context
•    Cost management in the energy industries
•    Digitalized applications for equipment performance using quality data based on ISO 14224
•    ISO/TC67/WG4 standards as enablers to meet safety requirements

  • A new ISO/TS 3250 Calculation and reporting of production efficiency (PE) in the operating phase has been issued based on recent standards development work by ISO/TC67/WG4. It provides requirements and guidance for reporting of production performance data and production loss data in the operating phase by use of production loss categorization. This will enable precise and consistent feedback of production performance for use in production and operational planning to achieve optimal PE for the operators and associated industry stakeholders.

 

  • A new 1st edition of ISO 15663 ‘’Life cycle costing’’, as developed by the ISO/TC67/WG4 has been published 25 February 2021.  It contains requirements and guidance on how to implement and apply the life cycle costing methodology, to provide decision support for selection between alternative competing options. The use of ISO 15663 enables strengthening of the industry cost management for business value creation. The standard also contains unique key economic evaluation measures such as LCC (life cycle cost) and NPV (net present value). The oil and gas operators, contractors and vendors are the main users of ISO 15663.

Work programme

Production assurance and reliability related terminology

Terminology is of key importance and the use of terms and definitions in the ISO standards will be beneficial for efficient verbal and written communiucation amongst relevant stakeholders and avoids ambiguity in the use of terms.  The new document N2123 has been made by the ISO/TC 67/WG 4 expert members for indicated languages with the objective to translate selected terms appearing in some key ISO/TC 67/WG 4 documents. The ISO 14224:2016, ISO 20815:2018, ISO/TS 3250:2021 and ISO/TR 12489:2013 have been developed by ISO/TC 67/WG 4 – for standardization within the oil and gas industries including lower carbon energy.

Cost related terminology

Terminology is also of key importance for cost terms. A new document N1952 has thus also been made by the ISO/TC 67/WG 4 expert members for indicated languages with the objective to translate selected cost terms appearing in the following ISO/TC 67/WG 4 documents ISO 19008:2016 and ISO 15663:2021. The latter has recently been developed by ISO/TC 67/WG 4 – for standardization within the petroleum, petrochemical and natural gas industries.

ISO 19008 Standard cost coding structure for oil & gas industries including lower carbon energy 

ISO 19008, Standard Cost Coding System, is designed to provide a uniform coding basis for cost and quantity data in a life cycle perspective – from estimate preparation to cost management and collecting historical data to facilitate benchmarking, analysis and consistent comparison across projects and assets. At present, energy systems worldwide are shifting focus towards decarbonization and renewable energy systems, being part of the growth strategies for the industry going forward. The ISO/TC67/WG4 recognizes the need for the ISO 19008 to adapt to this changing business environment. In addition to classifications for traditional oil and gas facilities, the standard currently contains classifications fit for CCS (Carbon Capture and Storage) and offshore wind energy projects. Lessons learned in oil and gas will give business opportunities for use of the same approach in renewable projects. 

ISO/TR 12489:2013 -  Reliability modelling and calculation of safety systems

ISO/TR 12489 is an important supplement of IEC 61508-part 6 (functional safety),  but also for all systems with safety functions that not necessarily have SIL-requirement. The ISO Technical report has been developed by a project group in ISO/TC67/WG4, and it provides guidelines with focus on reliability modelling & calculation. Courses have been developed and will be made.

The ISO/TC67/WG4/PG3 leadership has in collaboration with ESREL organized a special session related to ISO/TR 12489 and other functional safety related standards at the  31st European Safety and Reliability Conference, 19-23 September 2021, Angers, France. ISO 15663 “Life Cycle Costing” 

The previous 1st editions issued 2000/2001 (Part 1, 2 and 3) have been merged into a single document. The new 1st edition issued in Feb 2021 contains requirements and guidance on how to implement and apply the life cycle costing methodology, to provide decision support for selection between alternative competing options.  It enables strengthening of the industry cost management for business value creation. The standard also contains unique key economic evaluation measures such as LCC (life cycle cost) and NPV (net present value).  The oil and gas operators/energy companies, contractors and vendors are the main users of ISO 15663. The life cycle costing methodology, framework and guidance provided in ISO 15663 is already suitable for the extended ISO/TC67 scope arena for lower carbon and renewable energy industries, e.g. CCUS (Carbon Capture Utilization Storage), offshore wind, hydrogen projects, etc.

ISO/TS 3250 “Calculation and reporting of production efficiency in the operating phase”

A new ISO/TS 3250 Calculation and reporting of production efficiency (PE) in the operating phase has been issued based on recent standards development work by ISO/TC67/WG4.
