Part 3: Operational phase of the assets, a new part in the ISO 19650 series on information management using building information modelling (BIM), has recently been published. The new standard is particularly aimed at the asset and facilities managers who are responsible for keeping built environment assets operating properly, and the contractors/works teams they appoint to do work on their assets and facilities. ISO 19650-3 is the latest part of the ISO 19650 series of standards that define the concepts and set out the requirements for information management using building information modelling (BIM). It covers the operational phase of the life-cycle of an asset in the built environment, meaning the period of time when the asset is being used for its intended purpose. Examples include an office building being occupied by office workers, a length of motorway being used by cars, lorries and other vehicles, or an electrical substation being used to connect a village to the power network.
The particular focus of ISO 19650-3 is to define the process for managing information between the asset owner/operator and any of the contractors/works teams who maintain, repair, monitor the asset. This covers the processes for:
- how the asset owner/operator sets up the information management process and defines their specific information requirements,
- how the asset contractor/works team responds with their proposals and mobilizes to start work if they are successful in being selected,
- how each team producing and delivering information goes through quality review processes, and
- how the whole information management process is repeated while there is still a need for it.

The standard addresses the concepts and principles described in ISO 19650-1. It defines an information management process that is similar in many respects to that covering the design and construction of an asset/facility – the delivery phase of the life-cycle which is the subject of ISO 19650-2. There is a close relationship between ISO 19650-2 and ISO 19650-3 at the start and end of a new-build or redevelopment project because the initial operation and maintenance information is provided by the project team to be used by the asset and facilities managers. This means that ISO 19650-3 will also be useful to project delivery teams.
Using the ISO 19650-3 standardized process should make it more efficient to specify, produce and deliver information to support asset management and facilities management. This in turn should make the assets and facilities more efficient to operate and provide better value to the owner/occupier and to those who use the asset on a day-to-day basis.
