Practical guidance for strengthening local resilience.

Why it matters

Communities need to prepare for and manage disruptions arising from emergencies, disasters and crises while continuing to meet essential needs and protect people’s wellbeing.

ISO 22354:2026 Security and resilience — Societal resilience — Guidelines to develop local resilience capability describes how a local resilience partnership can work with members of the public, civil society and businesses to address needs created by disruption. It provides a practical process for developing partnerships and capabilities that strengthen societal resilience at the local level.

What the standard covers

ISO 22354 provides an eight-stage process for developing local resilience capability.

It covers:

  • establishing partnerships and a shared vision;
  • identifying risks, vulnerabilities, needs and community assets;
  • co-designing activities that strengthen local resilience;
  • implementing and managing resilience capabilities; and
  • evaluating results and supporting continual improvement.

The standard takes a whole-of-society approach involving public authorities, civil society, businesses, community groups and individuals.

Who should use it

The standard is intended for organizations, partnerships and groups involved in strengthening societal resilience, including:

  • local and regional authorities;
  • emergency and resilience partnerships;
  • civil society and community organizations;
  • businesses and service providers; and
  • other organizations involved in preparedness, response and recovery.

What it helps you do

ISO 22354 can help organizations and communities to:

  • improve their ability to understand, prepare for, respond to and recover from disruptions;
  • strengthen collaboration between local partners, make effective use of community assets, and encourage self-help and mutual support during disruptions; and
  • enhance societal resilience and support more effective management of community needs during emergencies, disasters and crises.

How it fits into the ISO/TC 292 portfolio

ISO 22354 provides implementation-oriented guidance for strengthening societal resilience through local partnerships and whole-of-society cooperation.

It complements ISO 22393 (Community recovery) and ISO 22395 (Supporting vulnerable people in emergencies).

Together, these standards help authorities, organizations and communities strengthen resilience before, during and after disruptions.
