ISO/TC 292 Security and resilience (2015 - today)

In June 2014, the Teachnical management board (TMB) of ISO took a decision to create a new ISO technical committee called ISO/TC 292 where three former committees were merged into one. The official starting point for the work of this new committee was January 2025, when the three committees ISO/TC 223 Societal security, ISO/TC 247 Fraud, countermeasures and controls and ISO/PC 284 Management system for quality of private security company (PSC) operations were disbanded and their work was incorporated into the newly established ISO/TC 292. The new committee was also assigned the responsibility for the area of supply chain security, including the ISO 28000 series previously developed by ISO/TC 8 Ships and marine technology. 

Mrs Åsa Kyrk Gere was appointed as Chair for the new merged committee. 

The creation of ISO/TC 292 clarified ISO's structural organization on security matters, and prepares ISO to tackle future topics in this field by creating a de-facto coordination body within the TC central structure. This structure was optimized to limit and prevent conflict or duplication of work. It was agreed that the committee would continue to operate as a rather flat organization

In 2023, a sub committee was established on Emergency management under the technical committee. 

Mrs Kyrk Gere retired after nine years of service (in total eleven years of service if counting the previous appointment in ISO/TC 223 as well).

In 2024, Mr Karl Torring was appointed as new Chair of the committee upon Mrs Kyrk Gere's retirement. 

ISO/TC 223 Societal security (2001-2014) 

This technical committee was active from 2006 to 2014 and the Swedish Institute for Standards (SIS) was responsible for its secretariat. The committee published ten ISO documents and handed over all ongoing projects to ISO/TC 292 for further development in 2015. 

The sinking of the Russian submarine Kursk to the bottom of the Barents Sea in 2000 can be cited as a major impetus for the formation of ISO/TC 223. The salvage operation that followed the accident provided painful evidence that the international community lacked the tools necessary to cooperate effectively in emergency situations, resulting in an initiative from the Russian standard organization, GOST-R, to establish ISO/TC 223. Originally titled Civil defense, the committee was created to standardize international emergency procedures. Unfortunately, the initiative lay dormant for some time.

However, terrorist  actions, including 9/11 attacks on New York and Washington, as well as a surge in natural disasters at the time, led ISO to conduct a large-scale assessment of the role o standardization in the security field. One important decision was to restart the work originally started by ISO/TC 223. 

In 2005 the chairmanship of the committee was taken over by SIS and Ambassador Krister Kumlin was appointed Chair. To better reflect the committee's ambition of taking a broader approach toward disruptive incidents that threaten civil society, ISO/TC 223 was renamed Societal security. The scope of the committee was broad, covering all phases of man-made or naturally-caused disaster situations. 

ISO/TC 223 held its inaugural meeting in Stockholm, Sweden in May 2006. In 2012, Ambassador Krister Kumlin retired after six years of service and Mrs. Åsa Kyrk Gere from the Swedish Civil Contingencies Agency (MSB) was appointed as new Chair of the committee. 

By the time ISO/TC 223 was merged into ISO/TC 292 it consisted of 47 participating members, 20 observing members and several liasions.
